e-Invoicing and the BIR EIS
Last updated: 2026-07-09 Summary:
- The EIS is the BIR’s Electronic Invoicing/Sales reporting System — the channel through which covered taxpayers report the invoices they issue, electronically and close to real time.
- eKapital transmits the sales documents you post — invoices, official receipts, and credit/debit memos — to EIS, then tracks each one’s accepted/rejected result.
- You connect your own BIR EIS credentials once; after that, submission is a per-document action plus a reconciliation view that proves your books and EIS agree.
What the EIS is
Section titled “What the EIS is”The Electronic Invoicing/Sales reporting System (EIS) is a BIR platform for receiving sales-document data directly from a taxpayer’s accounting system. Instead of (or in addition to) printing and archiving invoices, a covered business transmits a structured record of each sale to the BIR shortly after issuing it. It is the reporting side of the Philippines’ broader move to electronic invoicing.
eKapital treats the EIS as a destination for documents you have already issued in the normal way. You still create and post an invoice exactly as you do today (see Create an invoice); EIS submission is a separate step layered on top, so nothing about your day-to-day invoicing changes until you switch it on.
Who it applies to
Section titled “Who it applies to”BIR rules phase in EIS reporting over time — large taxpayers were brought in first, with the scope widening to other groups the BIR designates. Whether your business is covered, and by when, is a compliance question that depends on your registration profile and the current issuances.
Treat EIS as a capability eKapital gives you when you need it. Confirm whether you are required to report through the EIS, and the applicable timeline, with your CPA or the current BIR requirements before you rely on it — do not assume coverage from anything on this page.
How eKapital fits in
Section titled “How eKapital fits in”eKapital’s EIS integration is Philippine-tenant only and has three parts:
- Connection. You enter your BIR EIS credentials (accreditation ID, application/user identity, and the signing keys the BIR issues) once in Tax Settings → EIS e-Invoice Configuration, choose the Sandbox or Production environment, run a test connection, and activate the integration.
- Submission. Once active, each posted sales document gains a Submit to EIS action and an EIS status. You can preview the exact data that will be sent before submitting.
- Assurance. A submissions workspace tracks every transmission and its result, a reconciliation view compares your ledger against what EIS accepted, and a backfill tool sends historical documents you issued before switching EIS on.
Because the data comes straight from your posted invoices, what you report to EIS and what appears on your VAT return and books all trace to the same source — there is no separate “EIS spreadsheet” to keep in sync.
What eKapital does and does not do
Section titled “What eKapital does and does not do”eKapital prepares and transmits the document data and records the BIR’s response (accepted, rejected, or pending, with the EIS receipt number). It does not decide whether you are required to use EIS, and it is not a substitute for the BIR portal itself. The BIR remains the system of record for what was reported; eKapital gives you the tooling and the audit trail to report accurately and to prove you did.
