Issue BIR Form 2316
Last updated: 2026-07-09 Summary:
- Form 2316 is the annual Certificate of Compensation Payment / Tax Withheld each employee receives after year end.
- You can download one employee’s 2316 PDF, or employer-sign every employee’s 2316 for a tax year in a single batch.
- When a pay run processes for a terminated employee, eKapital auto-creates that employee’s separation 2316.
Form 2316 issuance is a Philippines-only feature that is enabled per tenant. If 2316 issuance is enabled for your tenant, the options below appear; if not, you’ll see a note that the feature isn’t enabled — ask your administrator to turn it on.
Download one employee’s 2316
Section titled “Download one employee’s 2316”- Go to Payroll → Employees and open the employee.
- In the withholding-certificate section, pick the tax year.
- Click Download Form 2316 PDF. eKapital renders the certificate from that employee’s payroll records and downloads it. (This needs the payroll compensation-view permission.)
The PDF re-renders automatically whenever the underlying payroll figures change or after an employer signature is applied, so you can always re-download the current version.
Employer-sign a whole tax year at once
Section titled “Employer-sign a whole tax year at once”- Go to BIR Forms → Form 2316 and open the year-end generate / year-batch action.
- Choose the tax year and apply the employer signature.
This stamps the employer signature date on every active 2316 in that tax year in one pass. It is idempotent — certificates that are already signed are skipped and reported separately, so you can safely run it again after adding a late employee. This action needs the payroll approve permission.
The auto-issued separation certificate
Section titled “The auto-issued separation certificate”When you process a pay run that includes an employee whose termination falls within the pay period’s year, eKapital automatically creates that employee’s separation-triggered 2316 so the certificate is available on the day of final pay (per RR 2-98 timing). The PDF is built the first time it’s downloaded — no extra step is required from you.
Where people get tripped up
Section titled “Where people get tripped up”- You don’t see the 2316 options / “not enabled for this tenant.” The feature flag is off for your tenant — have an administrator enable it.
- The certificate figures look stale. The PDF re-renders on the next download after a payroll change or an employer sign — just download again.
- Statutory IDs, RDO code, or previous-employer figures are blank on the cert. Those come from the employee record. Fill them in on the employee before downloading.
- The 2316 PDF is a working copy, not the filed return. eBIRForms remains the tool you file with — treat eKapital’s output as transcription-ready supporting detail. See BIR forms & templates.
